Notice is hereby given that sealed Bids for construction of City of Nolanville – New Parking Lot at City Hall located in Nolanville, Texas will be received by City Manager, 101 North 5th Street, Nolanville, TX 76559 until 10:00 A.M., CST, MAY 13, 2021, then publicly opened and read aloud.  

Contract documents including bid proposal forms, plans sheets, and specifications for the Project may be viewed and downloaded free of charge (with the option to purchase copies) at www.civcastusa.com.  Scanned plans and specifications (PDF format) are available on CD for a non-refundable price of $50 from KSA Engineers, Inc., 600 East Tyler Street, Suite 600, Longview, Texas 75601, and Telephone: (903) 236-7700.  Bids relate to capital improvements for the City of Nolanville, Texas (“Owner”).

Bids must be submitted on the Bid Form provided, in a sealed envelope, and must be accompanied by a bid security in a penal sum approximately equal to and not less than five percent (5%) of the total amount of the bid.  The security may be in the form of a certified check, cashier’s check, or bid bond furnished by a reliable surety company having authority under the law of Texas to write surety bonds in the amount required, with such security made payable without recourse to the City of Nolanville.  The sealed envelopes shall indicate clearly on the front the following:  Bid Documents – City of Nolanville – New Parking Lot at City Hall, Due 10:00 a.m., Thursday, May 13, 2021.

Contractors will be required to comply with all applicable Equal Employment Opportunity laws and regulations, all Federal, State, and local regulations for construction safety and health standards, and all statutes and regulations and local ordinances relating to the performance of construction related services.

The successful Bidder must commence work upon issuance by Owner of a written Notice to Proceed.  The Owner reserves the right to reject any and all Bids and to waive any formality in the Bids received.  Bids may not be withdrawn for sixty-(60) calendar days after the date on which they are opened.

The Owner requires that Substantial Completion for this Project be achieved within 100 calendar days after a Notice to Proceed is issued.

The City of Nolanville is giving notice of the city’s intent to submit Texas Community Development Block Grant Program grant application for a Community Development Fund grant request of $350,000 to address TCEQ sewer system deficiencies by replacing antiquated, broken sewer pipeline in a target area located in the north central sector of the City.  This will provide a target area benefit for residents of The Plaza trailer community. Sealed bids addressed to the Honorable Mayor and City Council will be received at the Nolanville City Hall; 101 North
5th Street; Nolanville, Texas 76559 until 10:00 A.M. on Thursday, February 11, 2021 for the construction of E.
Avenue H Improvements – Mesquite to Jackrabbit in the City of Nolanville, Texas. The bids shall be labeled:

The Work includes, but is not necessarily limited to, the following:

Construction of approximately: Reconstruction and widening of E. Avenue H from Mesquite to Jackrabbit. Includes
widening of the street, installation of ribbon curb and curb and gutter, drainage improvements, channel grading,
striping, traffic control, erosion control, etc. There will also be an Add Alternate for bridge repairs on Old Nolanville
Road.

The City of Nolanville, Texas, hereinafter referred to as “the City”, is soliciting proposals for Professional Audit Services from qualified firms of certified public accountants to audit the City’s financial statements for the fiscal years ending September 30, 2020, 2021, and 2022 with the option of auditing the City’s financial statements for two (2) subsequent fiscal years.

Respondents are required to submit one (1) original copy, one (1) electronic copy, suitable for reproduction by the City, and three (3) copies of the proposed package no later than 2:00 p.m. (CST) on Thursday, September 25, 2020.

NOTICE OF INTENTION TO ISSUE CITY OF NOLANVILLE, TEXAS
COMBINATION TAX AND SURPLUS REVENUE CERTIFICATES OF OBLIGATION AND PUBLIC HEARING


NOTICE IS HEREBY GIVEN that it is the intention of the City Council of the City of Nolanville, Texas, to issue one or more series of interest bearing certificates of obligation of the City entitled "City of Nolanville, Texas Combination Tax and Surplus Revenue Certificates of Obligation," for the purpose of paying contractual obligations incurred or to be incurred by the City for: (1) acquisition, construction and improvement of City street, sidewalk and drainage improvements, including acquisition, construction and/or improvement of street signs, other related traffic improvements and right-of-way and (2) professional services including fiscal, engineering, architectural and legal fees and other such costs incurred in connection therewith including the costs of issuing the Certificates.
The City Council tentatively proposes to consider for first and final reading at a meeting to commence at 6 o'clock, p.m., on the 4th day of June, 2020 at City Hall, 101 North 5th Street, Nolanville, Texas 76559,∗ the passage of an ordinance authorizing such Certificates of Obligation. The maximum amount of Certificates of Obligation that may be authorized for such purpose is $1,500,000. The City Council presently proposes to provide for the payment of such Certificates of Obligation from the levy and collection of ad valorem taxes in the City as provided by law and from the surplus revenues of the City's Community Center, being the revenues remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve and other requirements in connection with all of the City's revenue bonds or other obligations (now or hereafter outstanding) which are payable from all or any part of the net revenues of the City's Community Center.
The following information is required pursuant to Texas Local Government Code, Section 271.049 to be provided by the City: As of June 4, 2020, the aggregate principal amount of all outstanding debt obligations of the City secured by and payable from ad valorem taxes is $1,800,000. As of June 4, 2020, the combined principal and interest required to pay all outstanding debt obligations of the City secured by and payable from ad valorem taxes on time and in full is $1,921,048.75. The estimated combined principal and interest required to pay the Certificates on time and in full is $1,744,516.67. The estimated interest rate for the Certificates is 2.00%. Such estimates take into account a number of factors, including the issuance schedule, maturity schedule and the expected ratings of the proposed Certificates. Such estimated interest rate is provided as a matter of information, but is not a limitation on the interest rate at which the Certificates may be sold. The maximum maturity date of the Certificates is March 1, 2040. More information on the specific debt obligations that the City has designated as self-supporting is available upon request to the City at the address noted above.

The Texas Department of Transportation (TxDOT), as the lead agency, in coordination
with the City of Nolanville, is proposing to create bike paths and shared use paths to
improve the existing roadway conditions on East Avenue H from North 10th Street to
Mesquite Street, crossing East Avenue H to continue north on Mesquite Street to
Monarch Park at Gold Star Avenue in Nolanville, Bell County, Texas. The proposed
project is an 0.82 miles long shared use path and bike lane within the existing
60’-65’ wide right-of-way of Avenue H and 50’ wide right-of-way of Mesquite Street.
This notice advises the public that TxDOT will host a public hearing on March 5, 2020 at
Nolanville City Hall, 101 North 5th Street, Nolanville, Texas, 76559. Displays of the
proposed work will be available for viewing at 5:00 p.m., with the formal hearing
beginning at 6:00 p.m. The purpose of the hearing is to present the planned
improvements and to receive public comment on the proposed project. The existing
facility is a two-lane roadway with Right-of-Way (ROW) width measuring approximately
55 to 85 feet.
The proposed construction includes installation of a 5’ or 6’ concrete sidewalks, curbs,
gutters, and dedicated bike lanes to incorporate multimodal transportation. Traffic
calming islands and landscaping along Mesquite Boulevard will be constructed in
addition to roadway rehabilitation and asphalt overlay, bike lane striping, concrete
driveway approaches, and drainage improvements along Mesquite Boulevard and
Avenue H. Although additional right-of-way may be required, no residential or
non-residential structures would be displaced. Information concerning services and
benefits available to affected property owners and information about the tentative
schedule for right-of-way acquisition may be obtained from the City of Nolanville.
Supporting documentation about the project including maps, drawings, and other
environmental documents or studies and a tentative construction schedule will be
displayed at the meeting, Information depicting the location of proposed improvements,
alternatives, currently known environmental constraints, and the geometric design and
other information about the proposed project that are recorded in the official project file
will be made available for public inspection Monday through Friday between the hours
of 8:00 am – 5:00 pm at the TxDOT Waco District office at 254-867-2700 at 100
South Loop Dr, Waco, TX 76704 and other information will be available online at
www.txdot.gov.
Verbal and written comments from the public regarding the project are requested and
may be presented at the hearing, submitted in person, submitted by mail to the TxDOT
Waco District, 100 South Loop Dr, Waco, TX 76704 or emailed to Michael A. Rhodes at

to be part of the official hearing record.

NON-URBAN OUTDOOR RECREATION PARK APPLICATION

The City of Nolanville will hold a Public Hearing to receive citizen

comments regarding proposed TRPA Non-Urban Outdoor

Recreation Program grant application to be submitted to the Texas

Parks and Wildlife Department. The public hearing will be held on

Thursday, November 7, 2019 at 6:00 PM at City Council Chambers,

located at 101 North Fifth Street, Nolanville, Texas.

The City encourages citizens to express their views at this public

hearing. Citizens unable to attend this meeting may submit their

A tax rate of $0.515600 per $100 valuation has been proposed by the governing body of CITY OF NOLANVILLE. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.

The governing body of CITY OF NOLANVILLE proposes to use revenue attributable to the tax rate increase for the purpose of MAINTENANCE AND OPERATION .

AN ORDINANCE OF THE CITY OF NOLANVILLE, TEXAS, SETTING A PROPERTY (AD VALOREM) TAX RATE AND APPROVING THE 2018 AD VALOREM TAX RATE AND LEVY OF ($0.5265) PER ONE HUNDRED DOLLARS ($100) OF ASSESSED VALUATION OF ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY; AND PROVIDING FOR SEVERABILITY AND DECLARING AN EFFECTIVE DATE.

THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.
THE TAX RATE WILL EFFECTIVELY BE RAISED BY 5.595668 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $28.80.

Any proposal received after the closing time will not be accepted and will be returned to the proposer unopened. It is the responsibility of the proposer to see that any proposal submitted shall have sufficient time to be received by the City Secretary's Office prior to the proposal opening date and time.
