INVITATION TO BID
Sealed bids addressed to Ms. Kara Escajeda, City Manager, City of Nolanville will be received at the City Hall, 101 North 5th Street, Nolanville, Texas 76559, until 10:00 A.M. on Friday, August 25, 2017, when they will be publicly opened and read aloud for furnishing all material and equipment required for construction of the City of Nolanville Elm Street, Dogwood Street, and Park Road Improvements, J|C No. 15399-0001-00.
The work includes removing and replacing a cleanout box; demolition of concrete driveway and concrete curb and gutter; scarifying existing asphalt pavement and base material; furnishing and installing limestone base material, cement stabilized limestone base material, hot mix asphaltic concrete, parking lot striping, and R1-1 sign and pole; stabilizing subgrade material with cement; regrading existing ditch; removing fencing; replacing wooden, split post, and chain link fencing; repairing concrete and gravel driveways; and constructing reinforced concrete driveway apron and concrete sidewalk on Elm Street, Dogwood Street, and Park Road in the City of Nolanville, Texas.
Plans, specifications, and bidding documents are available at www.civcastusa.com or may be examined without charge or purchased at the office of Jones|Carter, 150 Venture Drive, Suite 100, College Station, Texas 77845 for a non-refundable fee of $50.00 per set.
Bids shall be submitted in sealed envelopes upon the blank form of proposal furnished. Sealed envelopes shall be marked in the upper left hand corner as follows:

All proposals shall be accompanied by a cashier's or certified check upon a national or state bank in the amount of five percent (5%) of the total bid amount, payable to the City of Nolanville, Texas or a bid bond in the same amount from a reliable surety company as a guarantee that the bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after notice of award. Bids without check or bid bond will not be considered.
ATTENTION: Pursuant to Texas Government Code 2252.908, you must be able to provide the City of Nolanville (the “City”) with a printed, executed and notarized original of a completed Certificate of Interested Parties Form (Form 1295) with executed contracts. Failure to do so will result in the City’s inability to execute the contract. To complete the disclosure of interested parties form, or for further information, please visit the Texas Ethics Commission’s website at https://www.ethics.state.tx.us.
The successful bidder must furnish performance and payment bonds upon forms provided in the amount of one hundred percent (100%) of the contract price from a responsible surety company authorized to do business in the State of Texas and satisfactory to the City.
The City reserves the right to reject any or all bids and to waive any or all formalities in bidding. In case of ambiguity or lack of clearness in stating prices in the proposal, the City reserves the right to adopt the prices written in words or to reject the proposal.
Bidders are expected to inspect the site of the work and to inform themselves of local conditions and carefully examine the specifications and other documents. Should a bidder find discrepancies in, or omissions from the specifications or documents, or should he question their meaning, he should at once notify Jones|Carter and obtain clarification prior to submitting any bid.
There will be a non-mandatory prebid meeting at 10:00 A.M. on Tuesday, August 15, 2017, at the City of Nolanville, City Hall, 101 North 5th Street, Nolanville, Texas 76559.
